The New Zealand Labour government in 2000 decided not to have titles given with
the Order of Merit. Later in 2009 the new government restored titles
to the pre-2000 custom, and Vaughan then became a KNZM, a Knight of
the New Zealand Order of Merit. Here he is shown being knighted with
the traditional sword on the shoulder.
